'Theft is a criminal offence': ACP warns about the dangers of diverting medication

Alberta's pharmacy regulator has suspended a technician for removing a controlled substance from her workplace, prompting a reminder to its members of the profession’s zero-tolerance stance on drug diversion.Last month, an Alberta College of Pharmacy (ACP) tribunal found that an Edmonton-based technician repeatedly took zopiclone and another controlled medication multiple times for personal use throughout February and March of 2025. The tribunal found no evidence that the drugs were distributed to others, nor that any patients were harmed as a result of her actions. Regardless, the ACP concluded that the technician had violated her professional obligations. The technician received a nine-month practice permit suspension, of which she must serve at least six, with the final three stayed if she remains complaint-free for five years. She's also been presented with a $5,000 bill to cover the hearing costs and is barred from owning or operating a pharmacy during the same five-year period.Before returning to practice, the technician must complete an ethics course and obtain medical clearance. After returning to practice, she’ll have to work under supervision for at least a year and tell any future employers about the tribunal’s decision for the next five years.In its decision, the tribunal emphasized that handling medications comes with a high level of public trust, and said that any misuse can carry serious risks for the public."Theft is a criminal offence, and when pharmacy professionals engage in this conduct it fundamentally undermines the integrity of the profession, as diverted medications may be trafficked, misused by vulnerable people or used in ways that are not clinically appropriate or medically indicated," wrote the tribunal in its final judgment. In the reminder to members, the ACP said personal challenges aren’t an excuse for unprofessional behaviour and encouraged pharmacy staff to speak up or seek help if they’re struggling.Members were encouraged to seek help as soon as concerns arise—whether through employee assistance programs, Alberta Health Services or support offered by the Alberta Pharmacists’ Association—and to step away from practice if they are not fit to work.
