An Ontario doctor who took a patient to a concert and then asked an acquaintance to sign a document stating falsely that she was with him that evening has been suspended for six months and ordered to pay $6,000. Dr. Raymond David Stein, an internal medicine and immunology specialist who practises in Toronto, also touched the patient inappropriately—first in his office, where put his arm around the patient’s waist, and later at the concert venue where grabbed tightly at her waist and thigh, according to the statement of uncontested facts written by the Ontario Physicians and Surgeons Discipline Tribunal. Dr. Stein is also required to successfully complete a professional ethics and boundaries course within 12 months of the penalty order. The case against Dr. Stein is based on a series of incidents that began in October 2019, when the patient—who has been seeing Dr. Stein for about 30 years since she was 26 years old—came in for an appointment. A few days later, Dr. Stein called her from his personal mobile phone and invited her to a Beatles tribute concert scheduled for Dec. 2, 2019. While the invitation made her feel uncomfortable, the patient told the tribunal she agreed to go because she had known Dr. Stein for many years and viewed him with respect. They arranged to meet at his office and go to the concert from there. Dr. Stein asked the patient not to mention his invitation to a physician he was referring her to. Read: Suspended for three years: Doctor blew the whistle on his own sexual misconduct On the day of the concert, the patient arrived at Dr. Stein’s office, where he greeted her by putting an arm around her waist and asking “Can you imagine me escorting you to your daughter’s wedding?” According to the case document, Dr. Stein also gave the patient a Christmas gift and a greeting card, which the patient thought was inappropriate. At the concert, Dr. Stein put his arm tightly around the patient’s waist as they walked to their seats. She pulled away, according to the case document. But during the concert, when Dr. Stein seemed to have fallen asleep, he grabbed hard at the patient’s right thigh. The patient testified that she pulled her leg away and also positioned herself so that she leaned away from Dr. Stein. Dr. Stein texted the patient after the concert, but she did not respond.A physician who learned about the incident from the patient filed a report with the college about three weeks after the concert. At one point during the weekend, according to the case document, Dr. Stein told the woman he needed an alibi for the evening of Dec, 2, 2019—the date of the Beatles tribute concert he had attended with the patient. He asked the woman to sign a letter attesting that she had been with him on this evening. When the woman refused, Dr. Stein got upset.
