Sask., Manitoba and Atlantic and Quebec see CMPA fees jump up

The Canadian Medical Protective Association (CMPA) announced the 2025 average fee per member for each of the four regions at the group’s annual meeting in Halifax on Aug. 14. There’s no change for Ontario, British Columbia and Alberta but fees everywhere else are jumping up. However, “fees across all regions are still below pre-pandemic levels,” a CMPA backgrounder noted.An overview of the 2025 fees can be found here: CMPA: Fees and payment methods. This year’s average fee is lower than pre-pandemic levels; it was $1,158 in 2020. Saskatchewan, Manitoba, the Atlantic provinces and the territories: $1,420. This is an increase from $685 in 2024; it was $4,418 in 2020.British Columbia and Alberta: $5,071. This is unchanged from 2024; it was $5,513 in 2020.Ontario: $7,287. Unchanged from 2024; it was $8,187 in 2020.Of course, average fees per member by region bounce up and down year to year due to variations in the claims experienced in each region and other factors. Dr. Birinder Singh begins two-year term as CMPA presidentAs well, the CMPA has announced that Dr. Birinder Singh has officially assumed the role of president. Dr. Singh’s position was confirmed during the association’s annual meeting.Dr. Singh is currently the medical director at Eglinton Station Medical Centre in Toronto, where he practices family medicine. Dr. Singh is also a lawyer, having completed a combined MD/LLB degree at Western University. He previously served as a judicial clerk for the Honourable Justice Ian Binnie of the Supreme Court of Canada before completing his family medicine residency at Toronto Western Hospital.Dr. Singh brings wide experience to his new role, including his work as a medical inspector at the College of Physicians and Surgeons of Ontario and as a legal consultant for interveners at the Supreme Court of Canada. He has also served as an adjunct professor in the family medicine program at the University of Toronto. Dr. Singh is a member of the Law Society of Ontario, a fellow of the College of Family Physicians of Canada, and has previously held a board position with Médecins Sans Frontières Canada.CMPA reports key 2023 performance outcomesThe CMPA unveiled the results of its 2023 financial performance and highlighted its efforts in supporting members, enhancing patient safety and achieving strategic goals during its 2024 annual meeting. The event was held both online and onsite in Halifax.Outgoing president Dr. Jean-Hugues Brossard and CEO Dr. Lisa Calder provided updates on the CMPA’s progress under its 2023-2025 strategic plan, which focuses on member support, strengthening organizational foundations and adapting to the evolving healthcare landscape.A central priority of the CMPA is promoting patient safety through medico-legal advice, support and peer-reviewed research, enabling doctors to provide safer care. When negligent care is proven, the CMPA ensures that appropriate compensation is provided to patients and their families to meet long-term care needs.“In 2023, the association paid $308 million in compensation to patients, on behalf of physician members, proven harmed by negligent medical care (fault in Quebec),” said Dr. Brossard, in a release. “Over the past 10 years, the CMPA has paid $2.4 billion in compensation to patients or an average of $241 million per year.”Key achievements toward the CMPA's strategic plan in 2023 include:Supporting members:Engaged with members 49,468 times via phone and online in both English and French, offering peer support and expert guidance to help physicians navigate medico-legal challenges.Provided timely advice on critical issues such as the healthcare human resources crisis, treating non-Canadian residents, and MAID. According to a 2023 member survey, 93% of respondents agreed that the CMPA is credible, and 96% felt the range of services offered meets their medico-legal needs.Launched a pilot peer-support program aimed at helping members experiencing emotional distress due to medico-legal issues, leading to a 74% reduction in stress on average after consultation with a CMPA physician advisor.Strengthening the association’s foundation:Advanced its 2022-2025 EDI Strategy, addressing issues of racism, inequity, and discrimination. Notably, 96% of members surveyed after a call reported that CMPA physician advisors provided a safe and non-judgmental environment.Engaged in advocacy efforts by holding over 340 meetings with stakeholders and submitting 34 policy recommendations to medical regulatory authorities and governments on topics such as ethics, virtual health and healthcare human resources.Co-hosted an AI symposium with the College of Physicians and Surgeons of Alberta to explore the potential of AI in healthcare, bringing together experts to discuss the opportunities, risks and barriers to safe AI adoption in healthcare.Adapting to a changing healthcare environment: “One of our main priorities is to help prevent healthcare related patient harm from occurring in the first place through advice, learning, and research,” said Dr. Calder, in a release. “In 2023, we held 330 face-to-face, virtual and hybrid learning events across Canada, sharing safe medical care strategies and resources with over 11,000 members.”Delivered webinars on emerging topics such as safe social media engagement, attended by 300 physician members.Presented the CMPA’s Patient Safety Primer workshop to over 1,550 resident physicians and saw its eLearning activities completed more than 35,300 times.Published nine peer-reviewed research articles on relevant medico-legal topics, including sepsis and never events, and developed seven “Know Your Risk” reports, offering valuable data on the medico-legal risks of various specialties, common patient complaints and peer criticisms.
