A Newfoundland medical resident who administered an intramuscular injection and gave hormonal medication to a person that was not his patient has been ordered to complete a professional ethics course and was fined the costs of his hearing.Dr. Etienne Archambault, a St. John’s postgraduate medical resident, was found guilty by the Newfoundand and Labrador Discipline Tribunal—the disciplinary arm for the College of Physicians and Surgeons of Newfoundland and Labrador—for sharing information about the use of medications for athletic support and administering medication to a person he met socially.The incident occurred in 2020, when Dr. Archambault met the complainant at a recreation centre. According to the record, Dr. Archambault shared information about the use of medications to “support athletic endeavors.” Later that year, Dr. Archambault administered an intramuscular injection to the complainant with a combination of hormonal therapeutic medications.“The complainant did not have knowledge of the specifics of the injection before it occurred,” wrote the tribunal. “The following day, the complainant sought additional information from Dr. Archambault as to the specifics of the injection.” While it is not clear which hormonal medications or intramuscular injection he administered, the tribunal wrote that the complainant was aware that Dr. Archambault was a medical resident and that the two of them did not have a physician-patient relationship.The tribunal found that Dr. Archambault performed a professional service without consent, for which consent is required by law.The medical resident served a period of suspension while waiting for his disciplinary hearing in 2021, which the college found sufficient. The tribunal ordered that Dr. Archambault complete a course on professional ethics at his own cost. The course must be acceptable to the Registrar and be successfully completed before Dr. Archambault can apply for reinstatement to the Educational Register.In addition to the approved training, the Tribunal also ordered Dr. Archambault to pay the costs of hearing in accordance with the College’s tariff of costs, which begin at $10,000.
